according to the technical commentary on the dogma dvd kevin says that after cannes a lot of the critics who saw it thought that seen held up the end of the film. and for what it's worth i agree; when you're getting down to the end of the movie you can't slow it down with monologues of that length. it's all about pacing and bringing it all home cochise.
