Saying "18 is the legal age for sex" is a little off. That's simply the age where one ceases being a minor. However, every state has their own laws as far as the "age of consent" go. In some parts of the country, it's a lot lower than you'd expect; in a few states, it's as low as age 13.
In any case, the rule of thumb is 18 and 5 years, meaning that if the minor is under the age of 18, then the offender cannot be more than 5 years older than the minor. Otherwise, it's Statuatory Rape, whether consentual or not.
So Jeffrey Jones is probably in deep shit either way.
And as far as kiddie porn goes, that's illegal no matter what.
