This was *not* a knee-jerk reaction. This was the right-wing moralists rubbing their hands in glee as a significant portion of the American population were offended by Janet's stunt, which made them think that there isn't enough control over media outlets, which allowed the FCC to crack down.

It's the same thing Bush did with 9/11. He used the country's fears about terrorism to allow him to invade an unrelated country.
