Its a true problem with business, the boss man hires the competent employee to make sure such things are in order. All that is required of the boss man is a small supply of ink in the right shape, but boss man feels delegating does not make it look like he has done anyting so after the person who is more capable has make all the arrangements, he has to read it word for word so they become BOSS's arrangements.
Sadly, I think everyine who has ever worked in an office close to a manager is familiar with this.
