That's not quite right. People slaughtered to atone for sin, but that didn't get ANYONE into heaven. That was Jewish law, and not a way in. Also Jesus died for all man, as opposed to just the Jews.
Man messed up, God threw them out of the Garden. Man were then mortal and could die. When they died they went to hell, little chance for heaven. God had a change of heart, and said ok, my son will be a blood sacrifice, and that blood will atone for the sins of those who choose to go to heaven.
The fact that Jesus was the blood sacrifice, doesn't change the fact that at one point, man were headed for hell, and God being merciful, decided to give them a way out. So he pretty much had a change of heart, as we would put it in out naive human terms. Changed his mind. Didn't change the rules, just found a way around them.
