I don't think you can make it any "stronger". If a player doesn't have a region chip, it won't matter what kind of region code is on it. DVD-ROM and DVD Video software are different standards. I suppose the hardware is as well. But, a DVD-ROM drive in your computer does not usually have a region chip in it, although some playback software does. Anywho, how many licks does it take to get to the center of a tootsie pop? And as Cartman would say, "French people piss me off!"
