I read an interview with Ewan McGregor where he addressed the "acting" in the movies. He stated that Lucas told him in Phantom Menace to play everything straight. Not too much emotion just flat, straight dialogue. Lucas told him "This is the way a Padawan speaks around his master." You see the same thing in Anakin in AOTC. Whenever he is around his master he has this flat, straight delivery. Portman was just giving that to the movie.
Anyway, McGregor said he was happy he did not have to do that in this movie. Lucas gave him much more emotion. In Episode 1 Liam Neeson got all of the good lines. In Episode 2 Ewan McGregor gets most of them (though Christensen has a few gems and Frank Oz gets some memorable ones too).

: I don't get your Obi-Wan point, I thought their relationship came across rather well. That's mostly due to Ewan relaxing a lot from the last movie. He's much less of a talking head in this one.
