It's about the gang wars in LA, between not only rival gangs, but all the gangs and the police. I'd give it a 7 out of 10, not the best but definatly not the worst.
lol i lived in L A when that was made, and i can tell ya the gang wars are still goin on to this day. I have seen some pretty sad stuff out there. It was a good movie i loved it. And sean penn hottie! STILL!
