I know there have been experiments where light was slowed down depending on transmission medium but I've never heard anything the accelerates the measured speed of light.

Light speed (speed of electromagnetic waves) is defined as ~3 x 10^8 m/s in a vacuum. And according to the general theory of relativity, this speed is constant no matter the relative velocity of the observer.
