I believe Metatron, when asked if they were sent to hell, replied "Worse. Wisconsin" Now you can look at it as being a comedy and Wisconsin is worse than hell or you can look at it another way. The only wrong they did was Bartleby talked LOki into no longer committing mass genocide in God's name. Maybe God sympathized with Loki, but still felt the pair needed punished for disobeying Him.

They wouldn't be the actual humans created in God's image. I could become a citizen of France, but I'd still be different. Also if they did turn into humans, they would stand good chance of going to hell, which they did not want to do.
